How can an implementation plan be evaluated to make sure that the problem has been solved? The evaluation step is not necessarily the end of the problem solving process.  It can indicate that adjustments need to be made to an intervention plan depending on the data review

An evaluation can also indicate that the team needs to re-design the intervention plan after reviewing the effectiveness of the intervention.  An evaluation can lead to other problems, which need to be solved.  The evaluation is not as much of an ending as it is a new beginning in the cyclical process of problem solving.
